Ordinance Guidance Needed

I am in San Angelo, Texas. Actually, we have no ordinance, but we are likely to soon. Seems a few people have decided to keep gamecocks, fighting roosters in town, some on fairly small lots.

People here seldom object to regular flocks, even with one or two roosters to keep the flock self sustaining, but these gamecocks are something else. Pescocks might be noiser, but it's close.

We are trying to craft an ordinance which will remove the nuisance without inconveniencing legitimate flocks. Anyone knowing of an ordinance that seems to fit, we can use advice.
